Parking at railway stations is riven with issues. Many stations are, by definition, near town centres and the hardest problem to solve is the simple issue of space. What exists is often barely suitable. Narrow strips of land beside the tracks, perhaps previously occupied by goods sidings or freight storage, are not the most efficient shapes to park the maximum numbers of cars, especially if local access requirements for fire or other emergency vehicles complicate matters still further.

There's also the issue of a total loss of capacity if a lengthy construction period is required. This may be politically unacceptable and of course cost is always a factor. Finally there are planning policies to comply with and general acceptance by the local community to be gained.
